Opening a fresh account can feel like the quickest fix. Google treats it as a violation in its own right. People often call this a 'duplicate account'. Google's words are quoted exactly; our views are labelled.
What does Google's "Multiple account abuse" policy say?
Multiple account abuse is part of Google's Circumventing systems policy: "Multiple account abuse isn’t allowed under the circumventing systems policy. This means you can’t create multiple Google Ads accounts after getting suspended to try to get around Google Ads' policies or show content that breaks Google Ads' rules."
Google's examples include:
- "After a previous suspension decision, attempting to use the Google Ads system again by creating new accounts to re-enter the system"
- "Spreading ads that violate Google Ads' policies across 2 or more accounts"
Google calls this policy egregious: "This suspension occurs upon detection and without prior warning. You will not be allowed to advertise with Google Ads again." Google also says the suspension "is considered permanent unless the appeal is submitted and the account is successfully reinstated." So an appeal is still the route Google gives you. Is it against the rules to have more than one Google Ads account?
No, not in itself. What Google prohibits is using accounts to get around a suspension or a policy.
| Google describes this | Google lists this as not allowed |
|---|---|
| Manager accounts for advertisers with several accounts, and for agencies | Creating new accounts after a suspension to re-enter the system |
| Up to 20 Google Ads accounts on one email address | Creating more accounts after a suspension to keep breaking the policies |
| One payments profile reused across several Ads accounts, for most customers | Spreading violating ads across 2 or more accounts |
| Switching an account's type once, then verifying again | Dozens of accounts to run a scam |
Sources: 6139186, 7268503, 14130831, 15938075. Google marks its examples "non-exhaustive".
One caution in the policy's best practices: "Avoid creating a lot of accounts in a short period of time, including by using different email addresses to open the accounts."
Our view: several accounts are normal when each has a real reason: a separate business, brand or client. The line is crossed when an account exists to get around a decision Google already made.

Why is a Google Ads account more like your ID than an email address?
Our view: a new login is easy. A new advertiser isn't. A Google Ads account carries your identity, like an ID card. You wouldn't fix a passport problem by printing a second passport.
Google ties the account to:
- Your payments profile. It "securely stores your legal, payment and tax information in one place" (7268503).
- Your identity. "Your account type and its information must be accurate for tax purposes and for passing Google Ads advertiser verification" (14130831).
- Your verification. For organizations, "The name and location on the payments profile must exactly match your legal name and location on any documents that you submit." (15577076)
- Your website. "Google may review information from multiple sources including your ad, website, accounts, and third-party sources" (15938075).
Our reading: your website's name and address should match your payments profile and documents. That's not a Google rule.
Our view: a new account built on the same person or business points back to the same record. Aligning your details beats starting over. To spot mismatches on your public website, check your website for free. The free preview lists finding headlines with severity.

How does Google connect accounts to each other?
Through shared details, such as payment methods, emails, manager accounts and identity documents. Google doesn't publish a full list of how it links accounts, and we won't guess. Here's what it says:
- Enforcement page: "Any related accounts (for example, accounts using the same payment method) will also be suspended, and any new accounts you create will be automatically suspended."
- Billing suspensions page: "Accounts related to the suspended account (for example, accounts using the same email or payment method, or accounts linked to the same manager account) will be suspended."
- Shared identity documents: see the next section.
Our view: assume anything that ties an account to you can link it.

What is a 'Verification identity reuse' suspension?
Some advertisers see a suspension notice that says their account violated the 'Verification identity reuse' policy. Google doesn't publish a page by that name, so here's what its published pages say about identity used across accounts.
On shared documents, the suspensions overview says: "If your account was suspended because other accounts verified using the same identity documents were suspended, your account will be automatically reinstated once those other accounts are successfully appealed." It adds: "Certain selected advertisers must complete advertiser verification successfully to appeal their account suspension. If Google isn't able to verify their identity after 3 attempts, they won't be allowed to appeal their account suspension."
On accuracy, Google's document help page says: "Submitting false information as part of our verification is an egregious violation of Google’s policies and will result in your account being suspended." The Circumventing systems policy has an Advertiser verification section: "Providing false or fraudulent information as part of our Advertiser verification programs isn't allowed."
On where the identity comes from: "The identity typically comes from the payments profile of the Google Ads account (such as, who the Google Ads account is billed to)." (9945851) Google's document rules add: "Make sure that the details in the submitted documents exactly match your payments profile info, including the organization name, if applicable." And: "Agencies or third-parties shouldn't upload documents for multiple advertisers in the same file." (9872280)
Our view: this is the ID idea again. When one verified identity sits behind several accounts, a problem on one can reach the others. That doesn't make several accounts wrong in themselves, and automatic reinstatement can follow but isn't a promise. On Google's Circumventing systems page, Advertiser verification and Multiple account abuse are separate sections. Neither uses the name 'Verification identity reuse', and Google doesn't link the notice to either section by name.

What happens to a new account opened while another one is suspended?
It can be suspended too, and it doesn't undo the original decision. Google's wording varies. The enforcement page says new accounts "will be automatically suspended." The suspensions overview says: "In addition any new accounts that the advertiser tries to create may also be suspended. We highly recommend that advertisers reinstate all the suspended ads accounts first, before attempting to create new accounts." We'd plan for the stricter wording.

What should I do instead of opening a new account?
Appeal the accounts you have, one suspension at a time, with your identity details aligned first. Google says: "Once the Google Ads account is suspended, this is considered permanent unless the appeal is submitted and the account is successfully reinstated. All advertisers have at least 6 months from the date of account suspension to submit an appeal." (9841640)
When several accounts are involved:
- One appeal per account. "To appeal multiple suspensions for your accounts and related accounts, submit a separate appeal for each suspended account."
- Linked accounts first. "Before appealing, ensure that all linked (or previously linked) and all related accounts comply with Google's policies, as outlined in our Terms of Service."
- One at a time. "If you file too many appeals for the same account suspension, we may not process them to ensure the overall stability of our systems operations. Submitting one appeal at a time ensures timely response and review."
- Explain. "Provide details about why you have multiple accounts. If you were connected to other accounts that were suspended, share how you resolved those issues." (15938075)
Google sets a high bar: "Accounts are only reinstated in compelling circumstances, and when there is good reason so it's important that you take the time to be thorough, accurate, and honest."
Our view: fix identity mismatches before you appeal, using the checklist below.

Can I fix a wrong account type or payments profile instead of starting over?
You may be able to fix the account type, once, using Google's own setting. Of the payments profile type, Google says: "This setting can’t be changed." (9028746)
For the Ads account, Google says: "You may be able to switch the account type once for your account". It moves "to a different payments profile", and "Changing account type can only be performed once." Then: "You'll be required to complete advertiser verification even if you were previously verified." (14130831)
Our view: if your type is wrong, use Google's switch. Don't open a new account under a different type.

How do I run several Google Ads accounts the right way?
Give each account a real reason, put a manager account on top, and use the same identity details everywhere. Google's best practices say:
- "If you have multiple advertising accounts, make sure each account is connected to a real business."
- "If you have multiple advertising accounts, make sure each account uses a safe payment method."
Our view: one manager account on top, one account per real business, brand or client below. Agencies should know which clients sit under which manager account. Google treats accounts under one manager account as related.

FAQ
Is it allowed to have two Google Ads accounts for one business?
Yes, when each account has a real reason. Google asks that each account be "connected to a real business". What isn't allowed is using extra accounts to get around a suspension or a policy.
Can I use the same payments profile for several Google Ads accounts?
Usually, yes. Google says: "Majority of customers on postpay and prepay can re-use the same payments profile across multiple Ads accounts."
Can I start over with a new email address?
Not as a way around a suspension. A new email is a new login, not a new advertiser. Google says "any new accounts you create will be automatically suspended". The way back is an appeal.
My agency's manager account was suspended. Does that affect my account?
It can. Google lists "accounts linked to the same manager account" among related accounts. Talk to your agency first.
If one appeal succeeds, are my related accounts reinstated too?
Only in one case Google describes: when your account was suspended because other accounts verified with the same identity documents were suspended. Those can be reinstated automatically once the other accounts' appeals succeed. Otherwise, appeal each account separately.
Does a Google Ads suspension apply in every country?
Yes. Google says: "Suspended accounts are prohibited from serving and showing ads in all locations."
